HELP!

So these were clones grew then till I wanted to flip then adjusted my timer and flipped but i recently had got advice saying flip both veg and flower switches on light when flipping to flower but it had been a few weeks around week 6 nothing happen not even any bud production nothing so I recently just turned on flower light only been using the red light and flipped for about 3 , 4 Weeks and nothing too much yet why hasn’t my clones even grew white cotton balls yet on the nugs ?? Plz help me !!
